Eugênio Pacelli de Oliveira

Eugênio Pacelli de Oliveira holds a Master’s and a Doctoral degree in Law from the Law School of the Federal University of Minas Gerais (UFMG).

Since his graduation, Dr. Pacelli pursued a career in public service. He was an Appellate Prosecutor for the State of Minas Gerais and held positions in the Federal Prosecution Office for over 20 years, including Appellate Federal Prosecutor in the cities of Belo Horizonte and Brasilia.

He is the General Rapporteur of the Commission of Jurists created by the Federal Senate for the formulation of the draft of the New Code of Criminal Procedure - PLS 106 (current PL 8045/11, pending approval from the House of Representatives).

Concurrently with his public career, Eugênio Pacelli de Oliveira devoted a great part of his efforts to writing books and papers and to teaching. He is the author and coordinator of over 10 law books, with more than 150 thousand copies sold.

He started to practice law in 2015, when he established his law firm, EUGÊNIO PACELLI Advocacia e Consultoria, with offices in Brasilia (Federal District) and Belo Horizonte (State of Minas Gerais). In 2019, a new team was formed to represent our clients in Sao Paulo too.

Graduated in Law from Pontifical Catholic University of Minas Gerais (PUC Minas). Received a graduate degree in Criminal Law from the Federal University of Minas Gerais (UFMG). Held positions in the Federal Prosecution Office and Minas Gerais's Prosecution Office. Retired as a federal Judge.

Frederico Gomes de Almeida Horta

Adjunct Professor of Law and Criminal Procedure of the Federal University of Minas Gerais (UFMG). Member of the Permanent Faculty of the Graduate Program in Law of UFMG. Militant lawyer since 2004. PhD in Law from the UFMG Law School (2013). Master in Criminal Sciences from the Faculty of Law of UFMG (2006). Specialist in European Economic Criminal Law from the University of Coimbra (2007). Bachelor of Laws from UFMG. Academic Director of the Institute of Penal Sciences (ICP) and Editor-in-Chief of ICP Journal. Leader of the Study Group on Corporate Criminal Law (GEPE - UFMG). Author of several articles published in scientific journals and collective works, co-author of General Part of the Penal Code: an alternative proposal for debate (GRECO, Luís et al., 2018); author of Normative Elements of Criminal Laws and Intellectual Content of Dolo (2016) and Apparent Contest of Criminal Rules (2007)
